David R. Blye has more than 35 years of diversified experience in the field of environmental chemistry; his experience includes field data collection and environmental sampling and the planning, development, and execution of field sampling and analytical projects.

Professional Experience

David R. Blye specializes in the interpretation of organic and inorganic analysis data and the development of field procedures for the collection of representative groundwater, surface water, soil, air, and multi-media samples. He has generated site-specific sampling plans for more than 200 sites, including Quality Assurance Project Plans (QAPjPs) for more than 47 state or federally supervised CERCLA, RCRA, and DoD sites.

He has extensive experience in US EPA organic and inorganic analytical methodology and analytical data validation. He has validated data analyzed according to 40 CFR Part 136 requirements (100-1600 Series), drinking water regulations (500 Series), RCRA requirements (SW‑846), and CERCLA/SARA requirements (Contract Laboratory Program [CLP] Statements of Work [SOWs]) and has overseen the validation efforts of several hundred projects. David has developed internal and external training programs to teach data validation procedures according to US EPA requirements.

David Blye also has extensive experience in auditing laboratory facilities to evaluate compliance with analytical protocols and QAPjPs and to determine analytical capabilities.  He has audited more than 400 laboratories, including laboratories in Canada, the United Kingdom, Europe, and Puerto Rico. His knowledge of data management procedures for storing, retrieving, and reporting field and analytical data has enabled him to develop laboratory electronic data deliverable specifications and logic for both commercially available and project-specific electronic data verification tools.

David is a subject matter expert in the analytical chemistry of PFAS, PCBs and dioxins/furans.

Certifications

David R. Blye is a Certified Environmental Analytical Chemist through the National Registry of Certified Chemists.

Memberships

David is a member of the American Chemical Society, American Institute of Chemists, Society of Environmental Toxicology and Chemistry, and American Water Works Association Standard Methods Committee. He has served on the Board of Directors for the National Registry of Certified Chemists from 2009 until 2018 and was the President of the Board in 2017. He is also on the Board of Trustees of Paul Smith’s College.

Education

David Blye received a Bachelor of Science Degree in Environmental Chemistry from the SUNY College of Environmental Science and Forestry in 1983 and an Associate Degree in Applied Science in Ecology and Environmental Technology from Paul Smith’s College of Arts and Science in 1981.
